Finance minister rejects budget update for healthcare

Sofia. Finance Minister Vladislav Goranov said that the National Health Insurance Fund’s (NHIF) budget for 2018 should not be updated, as it includes an additional BGN 407 million compared to last year and was approved only two months ago, FOCUS News Agency reported. Speaking to reporters about NHIF Manager Kamen Plochev, Goranov said that sending letters to the political parties in the Parliament was not the right way to coordinate the healthcare system. In Bulgaria, the executive is responsible to manage the state budget and is exclusively entitled to make changes to the budget, he stressed. The minister requested explanation about a discrepancy between NHIF estimates and official statistics, which he said puts in doubt the accountability and control at NHIF and then the quality of the entire statistical data on deficit and debt sent to Eurostat. The national framework agreement in the health sector for 2018 cannot be signed before the situation is clarified, he added.

Sofia. The Ministry of Health is not a poor payer towards the National Health Insurance Fund, all due payments for 2017 have been made, Deputy Minister of Health and Chairperson of the Supervisory Board of the National Health Insurance Fund (NHIF) Zheni Nacheva said referring to a claim that the Ministry of Health did not pay up BGN 18 million to the NHIF, FOCUS News Agency reports.
She said the amount is due for January 2018. “This is an amount that the ministry has to pay for services in addition to the basic NHIF package. For 2017, the ministry has paid up all amounts due. We are now 2018, and within its budget the ministry will pay its obligations to the NHIF. BGN 24 million was translated for last year, this year’s budget is yet to be implemented,” Nacheva commented.

Sofia. I will not resign, I have done nothing illegal, Director of the National Health Insurance Fund (NHIF) Prof. Kamen Plochev told bTV.
He said he spoke with Prime Minister Boyko Borissov yesterday and told him about the drain of NHIF’s resources abroad. Borissov did not ask for his resignation, Plochev said. Last week, Minister of Health Kiril Ananiev demanded Plochev’s resignation over a letter Plochev sent to the Parliament asking for an update of the NHIF budget without notifying the ministry. NHIF’s director said he had not been directly threatened but a friend of his was allegedly warned that if Plochev did not submit his resignation, he would never again be able to find a job in a public hospital.

Sofia. The National Health Insurance Fund (NHIF) said in a statement that the minister of health has no power to ask for its manager’s resignation. It is the parliament that elects and can dismiss under certain conditions the fund’s manager, according to the statement. Health Minister Kiril Ananiev had asked NHIF Manager Kamen Plochev to resign after the latter sent a letter to the Parliament, without informing the fund’s board and the minister. In the letter, Plochev reported that NHIF owes over BGN 271 million to foreign health funds and requested a budget update. The minister confirmed that NHIF owes money to foreign funds, but he said that the state successfully negotiated deferral of the payments.
