“In the preparation of bilateral programmes in the field of culture, the Ministry of Culture seeks to include special provisions related to cooperation in the preservation of our cultural heritage. In recent years, many bilateral specific agreements have been signed, with Italy and the United States, for example. We are finalising a key agreement with the Swiss Federal Council. We hope it will be signed within a month, because you know that one of the biggest markets of cultural artefacts is Switzerland, and it is very important to have such an agreement to work in sync,” he explained.
Minister Banov further said that with regard to treasure hunting, the role of local authorities is crucial. “We need to reinforce the existing units in our institutions. In this fight, we rely heavily on local authorities – mayors and municipalities, who know very well what archaeological sites they have on their territory, and we often get reports of crimes established precisely by them. Local authorities have the greatest chance to influence and educate their fellow citizens,” said Minister Banov. He noted that the process also needs the involvement of non-governmental organisations, museums and the community. “Cultural heritage is everywhere to be found across our lands, unfortunately treasure hunting is a huge problem. People pressed by serious financial troubles get involved in this illegal activity that irreversibly destroys our heritage. For a modest profit, they feed the channels of illicit trade, and the community eventually loses pieces of its history,” the minister said.
