Sofia. Despite doctors’ efforts, another woman injured in the bus crash near Svoge has died, Pirogov spokesperson Maria Poyrazova told Focus News Agency.
Thus the number of victims of the severe crash on August 25 is now 20, including a 13-year-old boy. In the accident on the Sofia-Svoge road a bus full of passengers left the roadway and overturned down the slope, at the exit from Svoge town. Due to the severe crash, three ministers – of regional development, interior and transport – have resigned. The only accused in the case is the driver Grigor Grigorov.

Sofia. The death toll from the bus crash near Svoge has risen to 19 people after another injured man has died, St. Anna Hospital told Focus News Agency. The man had many injuries and died on Tuesday evening, October 2, despite doctors’ efforts and care.
Thus the number of victims of the severe crash on August 25 has reached 19, including a 13-year-old boy. In the accident on the Sofia-Svoge road a bus full of passengers left the roadway and overturned down the slope, at the exit from Svoge. Due to the severe crash, three ministers – of regional development, interior and transport – have resigned.

Sofia. “To discourage speculations, I will tell you the names of the three candidates for the ministerial posts,” Prime Minister Boyko Borissov said in the Council of Ministers after a meeting of the Ruling Coalition of GERB and United Patriots, Focus News Agency reports. He nominated Alexander Manolev, current Deputy Minister of Economy, as a candidate for the position of minister of transport, Secretary General of the Ministry of Interior Mladen Marinov to be interior minister, and MP Petya Avramova, former deputy mayor of Vratsa, is the nominee for minister of regional development. “The three ministerial resignations will be tabled in Parliament on Thursday. We have a majority to support all three,” the prime minister said. “We cannot say they are guilty in respect of the bus crash [near Svoge], but we cannot pretend nothing has happened,” he said, adding that political responsibility has to be borne.

Everything indicates that Nikolay Nankov will remain in office, Smilov commented, making no predictions for Ministers Ivaylo Moskovski and Valentin Radev. “Such changes in government have a goal. On the one hand, take political responsibility for certain failures. Those failures must be clearly named. So far, it seems we are not in this hypothesis. The other aim of a change in cabinet is to close the issue of future changes in government. We see that those resignations not only do not close that issue but open the question of other future resignations,” Daniel Smilov commented. The Regional Policy Committee at the Bulgarian Parliament has adopted amendments that require buses in categories D1, D1E, D or DE to be equipped with video recorders and seatbelts, Focus News Agency reports. The new provisions were adopted with a vote of 12 to zero and 5 abstentions, and they are yet to be voted in plenary. In addition to introducing the mandatory seatbelts and video recorders, the text also foresees fines and other monetary sanctions.

Sofia. NFSB wants changes to dialogue in the government coalition and changes within the United Patriots coalition, party leader and Deputy Prime Minister Valeri Simeonov told a press conference regarding the party’s considerations whether to stay in government or not, Focus News Agency reports. NFSB has decided that at the next meeting of the GERB-United Patriots political council Simeonov will raise the issues of the way of government, dialogue and decision-making. The party will vote against the recent resignations of three ministers. In case its proposals are rejected and its legislative initiatives remain blocked, NFSB will call a party meeting to discuss leaving the coalitions and the government, Simeonov said. Declining to give any specific deadline, he urged for the consideration of certain draft laws in Parliament, such as the bills on noise prevention, local taxes and fees, gambling, and those related to environmental legislation. A decision to leave the government would depend on the modification, adoption or rejection of those bills, Simeonov said.

The resignations of three ministers of the Borissov 3 cabinet over the deadly bus crash near Svoge are the first step towards a thorough reconsideration of all state affairs, political analyst Prof. Mihail Konstantinov told Focus Radio. According to him, this is a typical example of political responsibility, as it is too early to know facts and circumstances that would lead to criminal liability.
“We need a complete review and overhaul of our entire road network, but it will take many years. What we can start doing right now is realise everyone’s responsibility on the road. At least three-fourths of crashes in Bulgaria are caused by driver mistakes. Poor road conditions mean that we all need to be more cautious behind the steering wheel. At the moment, road traffic is entirely in our hands, while the state must fix the roads within 10 years. If no one had resigned, people would have said that the blame was cast only on the bus driver. His guilt is undeniable, but we also see the guilt of the state. Everyone has to take responsibility. Bulgarian leaders must do their work responsibly,” said Prof. Konstantinov. He added that a potential resignation of the entire government would harm the country.

Not sufficiently good communication on road safety between the Ministries of Public Works, Transport and Interior was one of the mistakes of the three ministers, who resigned today, Nikolay Nankov, in charge of Regional Development and Public Works, admitted at a briefing, quoted by Focus News Agency. The ministers declared they were taking political responsibility as heads of the ministries that were somehow related to the deadly bus crash near Svoge. “Perhaps the coordination between the ministries under our leadership was not as good as it should be. Informing another institution about a problem is not always enough. An everyday control on compliance with traffic restrictions may have prevented the accident,” Nankov said. “We obviously have not organised the work within each ministry in such a way as to prevent that accident,” Minister of Interior Valentin Radev said.

Sofia. The investigation into the bus crash near Svoge continues with the interrogation of witnesses, the Prosecutor’s Office said. The investigators have questioned the 20 members of the committee that approved the road after it was repaired. They are representatives of various institutions, including the Road Infrastructure Agency, the Ministry of Interior and Municipalities, among others, as well as representatives of the companies that carried out the design, the engineering supervision and the repair works. Minister of Regional Development and Public Works Nikolay Nankov and Road Infrastructure Agency Chairman Svetoslav Glosov have also been questioned as witnesses.
The investigative authorities have received a request from the Road Infrastructure Agency for new repair of the road section where the accident occurred. Such permission will not be given before taking samples from the asphalt, which will be used in expert examinations to assess the state and composition of the asphalt road and the related works. The samples will be taken tomorrow.

He said tonight Svoge residents will gather again for a peaceful protest. “Yesterday, the protesters numbered over 200, tonight they will come out in the same numbers,” he said. The deputy mayor said he constantly holds meetings with representatives of the Traffic Police and the Regional Administration of the Ministry of Interior – Svoge to discuss safety and protection of citizens.

Focus recalls: The serious road accident occurred on August 25, 17 people died and 21 were injured. The bus went onto the opposite carriageway, hit several cars and turned over. A 13-year-old boy is among the victims. Three injured women in Pirogov are in a life-threatening condition. August 27 was a day of national mourning. After an extraordinary meeting in the Council of Ministers, the Prosecutor’s Office took up the case. After the accident, the government announced plans to create a new state unit to oversee road safety. The bus driver has been charged with causing death by negligence.

Sofia. The Sofia Regional Prosecutor’s Office has filed a request with the Sofia Regional Court today that Grigor Grigorov be placed under house arrest. The driver of the bus that crashed near the town of Svoge on 25 August 2018 is charged with causing death to 17 people by negligence, as well as causing moderate and strong injuries to more than one person, said the Prosecutor's Office.
The supervising prosecutor has imposed a ban to leave the country on the accused, and pursuant to Art. 69A of the Criminal Procedure Code his driving licence has been revoked.

Any civil servant who failed to do their job will be prosecuted, they will also be held accountable politically,” the prime minister said. He said all expert reports on the case will be ready in a matter of days and called on the opposition to wait for the investigation to be completed. “No one will be spared,” he said, adding that responsibility will be proportionate to the fault.

Sofia. The three women with chest trauma treated in Pirogov after the bus crash near Svoge remain in a life-threatening but stable condition, said the hospital director, Prof. Dr. Asen Baltov, Focus News Agency reports. There has been no change in their condition, no worsening, which is good because they have chest trauma, the director said. The other three women, who are better now, will be operated today and tomorrow. “Perhaps on Friday we will have more information,” Prof. Baltov said. Regarding the donor campaigns to save the victims of the Svoge crash, Prof. Baltov said: “Although we currently have blood products, there is always a need for additional, not only for those injured but also for the others.”
St. Anna University Hospital said that the condition of a 52-year-old woman, their most severely injured patient in the Svoge crash, was improving. As of today, she is no longer aided by mechanical ventilation and there is no direct danger to her life. There has also been an improvement for other 4 patients, but a man injured in the same crash is still in a severe condition.

Ministers’ resignations would not be enough, the entire government must resign, BSP leader Kornelia Ninova told a press conference with regard to the heavy bus crash near Svoge, Focus News Agency reports. The only solution to the problem is resignation of the government, she said. Regarding a potential vote of no confidence, she said that such decisions are made before the start of each political season jointly by the parliamentary group and the party leadership. Three women treated in Pirogov after the bus crash near Svoge remain in a life-threatening condition, the hospital director, Prof. Dr. Asen Baltov, said at a briefing, Focus News Agency reports. They have injuries in the chest and receive mechanical ventilation. No surgery is being done for now until they get stabilised. “A chest injury is stabilised in about 5-6 days, then we could talk,” Prof. Baltov said. The other patients after the crash, who are in a more stable condition, will stay in Pirogov for at least another week. He said the most urgent had been done. “The treatment is currently supportive. Indicators are measured every 6 hours,” the hospital director said.
In the St. Anna Hospital, three people remain in the intensive care ward. The most seriously injured patient, a 52-year-old woman, is still in a life-threatening condition, the hospital said today.

Sofia. The Sofia Regional Prosecutor’s Office has brought charges against bus driver Grigor Grigorov following a crash near the town of Svoge on 25 August 2018 that left 16 people dead, the prosecutor’s office said. He is being accused of violating traffic regulations under Art. 21 (2) of the Road Traffic Act, exceeding the speed limit of 40 km/h and causing bodily harm to and the death of more than one person by negligence.
The charges were brought yesterday, 26.08.2018, in the late afternoon. By order of the supervising prosecutor, the accused was detained for up to 72 hours to ensure his appearance before the court, which will decide on his appropriate measure. For now, Grigorov remains under police guard in hospital.

The tragedy near Svoge was not a surprise, Road Infrastructure Agency was informed about the dangerous road section, Vladimir Todorov from the association of road traffic victims told Focus Radio. In his words, the crashes on that road had similarities, with ten serious accidents with about eight dead registered in 12 months. In June it was proved that the asphalt had to be replaced. The agency repeatedly turned to the road contractor, but the long delay in fixing the problems was crucial for the tragedy to occur, according to Todorov. He said the agency should have acted more resolutely to declare emergency and directly contract another firm to remove the problem, at the original contractor’s expense. Todorov stressed it was time now for radical measures to tackle deadly road accidents. The issue of the availability of safety belts may cause a wave of protests, as it will be expensive for transport companies and will lead to higher ticket prices, he commented.

Sofia. Today is a day of national mourning for the victims of the heavy bus crash near Svoge on August 25. In memory of the victims, the national flags at all state institutions will fly at half mast. 16 died in the tragic incident, while 21 were injured. Most of the victims were from the village of Svetovrachene, including a 13-year-old boy. Six of the injured remain in a serious condition. Yesterday the Prosecutor’s Office said it will investigate the bus crash as to the driver’s action, the obligations of the transport company and the state of the road.
