Bulgarian Parliament Speaker Tsveta Karayancheva: Changes to the Criminal Code concerning domestic violence should be debated as soon as possible and put to a vote8 November 2018 | 17:11 | FOCUS News Agency
Karayancheva explained that the change in the first paragraphs refers to crimes against the person and bodily integrity in a domestic environment. She noted that so far domestic violence has not been included in the Criminal Code. “Now the text ‘committed in a domestic setting’ is added as an aggravating circumstance to the crimes of homicide, suicide, bodily injury, kidnapping, false imprisonment, coercion, threat. Paragraph 7 covers threat made in domestic setting that has caused a well-founded fear. Paragraph 8 gives a definition of psychological violence. It takes place behind closed doors and can take different forms: verbal abuse, shouting, intimidation, deprivation of financial resources," Karayancheva added. According to her, if not legally defined, domestic violence cannot be prevented. "We provide law enforcement authorities with an opportunity to take action when there is evidence of such conduct and the person should be stopped and held accountable. They cannot be punished under the current law," she said.
