Parliament adopts on first reading amendments to facilitate Sofia Airport concession

Sofia. The Parliament adopted on first reading amendments to the Concessions Act to facilitate the concession of Sofia Airport, Focus News Agency reports. The rules will apply to concession contracts involving large investments in public infrastructure and significant payments by concessionaires to the state. The amendments specify legal provisions on joint liability, the way of solving disputes and the grounds for invalidity of the concession contract. Each operator within the consortium will be liable in accordance with its share, while disputes between the parties to the contract will be resolved by an arbitral tribunal. The amendments are expected to ensure wider competition for the Sofia Airport concession. Due to the legal obstacles, the deadline for submitting bids was postponed 4 times, the last time to April 3, 2019.
