The court refused to remove the Director of NSSI – Silistra, Milen Penchev, from office for the sole reason that he was under house arrest and could not influence the investigation or witnesses in the case. According to the judicial panel, the prosecution may file a new request for his removal in case of a change in his detention order. The Special Prosecutor's Office will appeal against this court’s ruling, the case will be heard by the Appellate Special Criminal Court on April 23, 2019.
With regard to Stoyanka Simeonova, who is currently on a BGN 7,000 bail, the court decided that she could obstruct justice as she has access to documents and may influence witnesses.

Sofia. The Appellate Special Court has ordered that the head of the National Social Security Institute – Silistra, Milen Penchev, be removed from office. Penchev was charged with participating in a scheme for granting higher pensions with counterfeit documents, bTV reported. The decision is final. A week ago at the first instance Penchev retained his position in the organisation, and only the head of the Pensions Department Stoyanka Simeonova was dismissed. The special court even then pointed out that the evidence gathered were sufficient to make a reasonable assumption that Penchev and Simeonova had involvement in the activities in the indictment.Open in new tab
