Sofia. Abolishing state subsidies will bring Bulgaria back by making parties entirely dependent on private donations, taking place in a monopolised and oligopolistic environment, Daniel Smilov, political analyst of the Centre for Liberal Strategies, told Focus Radio. "There will be long-term consequences if the state subsidy is abolished and the return of corporate funding is voted on Friday. In this way we will go back to the times of party funding scandals and dependence on corporate economic interests. The model of the so-called open funding is possible but in large pluralist economies like the United States, where competition prevents political entities from getting dependent on certain economic interests," the political scientist explained, adding that Bulgaria is neither a huge market such as US, nor a pluralistic environment. According to him, a healthy reduction of the subsidy would be from BGN 11 to 9. Some bonus for small parties could be introduced to increase competition, he said.

Sofia. The Parliament has adopted amendments to the State Budget Act for 2019 at first reading, a Focus News Agency reporter said. The amendments were tabled by the Council of Ministers and were supported by 117 MPs, while 90 MPs voted against it. According to the provisions, for the period from 1 January to 30 June 2019, the state subsidy will amount to BGN 11 per received vote. The reduction of the party subsidy from BGN 11 to BGN 1 will be valid for the period from 1 July to 31 December 2019. The bill provides for the amendments to take effect on 1 July 2019.
On 6 June, the government proposed that the state subsidy for the parties be reduced from BGN 11 to BGN 1 per vote. This was announced by Prime Minister Boyko Borissov at the National Assembly following a meeting with GERB members.

Sofia. We are introducing a law on party subsidy of BGN 1 per vote, Bulgarian Prime Minister Boyko Borissov told reporters after a meeting with GERB Group in the National Assembly, a Focus News Agency reporter said.
"We’ve had enough of populism. That's why yesterday we made a decision at the meeting of the Council of Ministers and we issued a decree, we entered it in the Parliament register last night, we met in the morning with the group and we are introducing a law on party subsidy of 1 lev per vote,” Borisov said, adding that he was curious to see how the opposition will do in the next election, “how they will pay sociologists and political scientists”.
“We insisted 2 years ago that the subsidy should be 1 lev but other forces prevailed back then, apparently. Now, as soon as they adopt the law, what GERB has over-received, as well as all other parties, we will immediately return it to the budget," Borisov explained.

Government proposes amendments to Political Parties Act to fix subsidies at BGN 11 for vote actually received

Sofia. The Council of Ministers has approved draft amendments to the Political Parties Act, said the government press office. The draft proposes changes which specify the rules on the allocation of state subsidies and regulates the implementation of the law in previous years. It also defines cases in which a party receives a state subsidy for a whole calendar year or for a shorter period within the budget year.
In line with public attitudes, the proposed changes will lead to saving of budget funds and fixing of subsidies at the amount of BGN 11 for a vote actually received by the party or the coalition. Under the proposed legislation, the total amount of state subsidy for political parties and coalitions per year will be reduced by BGN 6.5 million.
The proposed method of calculation of party subsidies will be applied retroactively to the funding paid for the period from 26.05.2016 to 30.04.2019 and the budget savings would amount to BGN 18.6 million.
The decision of the Council of Ministers was adopted in absentia.
